That ordinance, enacted in August of 2008, restricts student housing in residential districts of Edinboro. Specifically, it says that no student housing can exist within 20 lot spaces of another lot of student residence. Landlords John and Julie Marchese have housed students and non students on several properties for years and thought they were grandfathered into the time period before the 2008 ordinance was passed. Before the ordinance, the Marcheses had a married couple living in the property in question whom were not students. Recently, two Edinboro University grad students have been threatened with eviction since the Marcheses did not acquire the student housing license the ordinance commands. However Wednesday night, the borough's zoning board revealed what it called an error in the enforcement notice issued to the Marchese's by the borough. Many other landlords were on hand for the meeting as well and say they can't make any sense of the new rules. The Marchese's declined comment; both they and the borough's legal counsel will reconvene December 16th to make a determination on the matter. |
