Carlos Diane Cruz was arrested this morning on charges including arson, endangering property and criminal mischief... after starting a fire inside of his cell in the Erie County

Officers say Cruz smeared an unknown substance on the window of his cell to keep officers from seeing into the cell while he started a fire using an electrical socket, paper and a towel.

Inmates had to be evacuated until the flames were put out...Cruz was arraigned this morning and was re-committed to the Erie County Prison.
