The Senates approval is the first step in getting the state budget passed by the July 1st deadline.
The House of Representatives will now consider the budget.
The spending plan does not increase taxes, but state spending does increase about 3%.
The budget includes more money for education and funding for child welfare.
Senators say the budget is good for the state, but it does not give everyone what they want.
