Ralph "Bucky" Phillips Arraignment
With more than a dozen state troopers and other law enforcement officials looking on, fugitive Ralph Bucky Phillips headed to Federal Court in Buffalo today.
In a proceeding that lasted less than five minutes.. a U-S district court judge in Buffalo tossed out charges of unlawful flight against Phillips, and agreed to turn the alleged cop killer over to state police in New York in what federal prosecutors say is a normal procedure.
During the hearing, a seemingly exhausted, pale, and unshaven Phillips stood quietly with his hands folded as the judge spoke.
Phillips now heads back to Chemung County, near the Pennsylvania Border.
