An incentive that`s been sparking development in Erie is set to expire. The LERTA program offers ten years tax free if you build in the city of Erie whether it`s commercial or residential. Four years ago that the tax break increased from five to 10 years, but that could be reduced back to five years. City councilman Pat Cappabianca, who supports the LERTA program believes the changes would be more fair for everyone, especially during a time when taxpayers are seeing hefty tax hikes. In addition to cutting back years, cappabianca also wants council to look at targeting certain areas for LERTA, not leaving it open to the entire city.
